In applying for ESTA, the applicant has to answer a question: Whether you've been refused a visa.
As your niece has been refused a B2 visa, the answer is "yes", and the chance of getting an ESTA approval is almost nil in the next one or two years.
If you go with your niece to the interview, unless you carry with you very strong evidence why you want your niece to go to the US and she would return to Taiwan afterwards, the visa officer will even be more suspicious about your motive.
As Administrator Katmai says, her application has to be put aside for several years, after which her circumstances would have changed.
