I-130結婚證書被要求補件

想請問I130的問題
一開始已有上傳的檔案中就有德州的結婚証
7/1 收到補件通知內容如下

SUBMIT MARRIAGE CERTIFICATE
Submit a photocopy of the marriage certificate for the marriage of XXX and XXX. For the marriage to be considered valid for immigration purposes:
It must have been legally valid in the location where the marriage took place; and
The marriage certificate must be issued by the appropriate civil authority and include the date
of registration and signature of the registrar

在詢問臉書申辦美國移民簽證的社團詢問後
是說沒有上傳法院後續寄回給我們的認證過的副本
已在7/2上傳certified copy
7/7又收到補件通知 內容如下

On June 28, 2021 you were mailed a request to submit your marriage certificate. On July 2, 2021 you merely submitted a copy of your marriage licence.
SUBMIT MARRIAGE CERTIFICATE
Submit a photocopy of the marriage certificate for the marriage of XXX and XXX. For the marriage to be considered valid for immigration purposes:

目前在美國的先生表示明天跑一趟法院確認⋯⋯
不知道是否還缺什麼文件是我沒想到的
可以麻煩幫忙解惑嗎 謝謝🙏

補充說明一下這份文件是當時
為了回台灣補登記結婚
申請之後
先生自行翻譯經休士頓經文處文件認證過後
才寄回台灣由我到戶政單位登記

看起來是你第一次交了錯的文件，被正確的要求補件
但是補件時你交了正確文件，但是這次移民局誤以為你的文件不正確。

有可能審查補件的人是不同批人、接受得訓練不一樣等等。
